Non Compliance Reporting

Report a suspicion of non-compliance in the renewable fuel supply chain.

March 2025

If you suspect a case of fraud or non-compliance with NORA’s Procedure for applying for RTFO Certificates (and the associated Guidance) or non-compliance with the requirements of Irish or EU law pertaining to the sustainability or greenhouse gas reduction requirements, you can report it by submitting a notification form here. Suspicions of non-compliance can include observed atypical transactions, irregularities in sustainability claims or any other fact that indicates circumvention of the sustainability and GHG reduction reporting criteria and legislation.

Why report suspected biofuel fraud or non-compliance?

Non-compliance with the requirements as set out in the Renewable Energy Directive and the Renewable Transport Fuel Obligation (RTFO) is detrimental to the sector. It damages public perception of renewable transport fuels and distorts the level playing field for companies which adhere to the requirements, making it more difficult for them to compete. Further, non-compliance can have significant environmental consequences and may impact Ireland’s obligations under the Climate Action Plan and Renewable Energy Directive.

What do we do with your report?

NORA will review all reports that are submitted. The evidence presented will be assessed and may give rise to further investigation. If this investigation concludes that an economic operator is in breach of NORA’s guidance and procedures or the relevant legislation, NORA will take such necessary actions as it deems appropriate. NORA will contact you if any further information about your report is required. Please note that NORA will not share your personal information with any company that NORA investigates.
